Forgive the negativity, but definitely. It did give me the drive to supposedly 'ascend to the top' and really you've got to admit new / inactive deviants are more likely to need help than older / active ones. Also, it helps to control chaos.

It all depends on what the community is, and who would be slightly higher up. In general, it's good to have someone responsible and fair in order to moderate and regulate those who are bound to stir up trouble. Key words being responsible, and fair.
